Development of Left-Turn Operations Guidelines at Signalized
Intersections

Research Abstract:
The left-turn operation is a critical component for the safe and
efficient operation of a signalized intersection. The proper type
of left-turn phasing will result in reduced traffic delay, improved
traffic progress, as well as decreased accident rates. This project
is intended to achieve two goals: (1) develop guidelines for
recommending the most appropriate left-turn phasing treatments at
signalized intersections by investigating all aspects of left-turn
operations, including the mode of left-turn signal control, the
sequence of left-turn phasing, and the signal displays, and (2)
estimate the benefits of regional standardization of left-turn
operations. To this end, the research will: (1) review and
synthesize the state and/or national practices on the left-turn
signal design and operation, (2) analyze the safety and operational
impacts of different left-turn phasing treatments (mode and sequence
of left-turn phasing) at a signalized intersection, (3) develop
guidelines for determining the mode and sequence of left-turn
phasing at a signalized intersection, (4) evaluate the operational
and safety benefits of regional standardization of left-turn
operation, (5) provide guidelines on the placement of signal heads
and signal displays, and (6) conduct case studies to demonstrate
the application of the developed guidelines at selected signalized
intersections.
